Overview
Semantic Skill Kit is a framework for creating topic-specific agent skills from interchangeable Markdown knowledge bases. It uses local Node.js semantic retrieval adapted from Google's Modern Web Guidance. The original idea comes from Google's Modern Web Guidance: a small skill instructs an agent to search a curated collection using local embeddings, then retrieve only the relevant Markdown guides. This project generalizes that approach so the same framework can build skills for other topics by replacing the knowledge base. The implementation is adapted from Google's source repository, specifically its heading-based chunking, embedding pipeline and best-chunk-per-document ranking. The default semantic mode requires Node.js 22+ and no Python, GPU or API key. Documents and queries are processed locally. The kit supports three export modes: semantic (default), routed, and decision. In semantic mode, the exported skill uses local MiniLM embeddings and vector search. In routed mode, the exported skill contains Markdown instructions, indexes and original references only, and uses a full generative LLM via an API during build. In decision mode, the exported skill uses Node.js plus Jev, a custom HTTP service or a JavaScript adapter for runtime decision routing. The framework also supports programmatic use with routeDecision and exportSkill functions.

Use Cases
- Teams use Semantic Skill Kit to build agent skills that search and retrieve relevant Markdown guides from a curated collection.
- Developers use Semantic Skill Kit to create topic-specific skills by replacing the knowledge base with their own Markdown files.
- Users use Semantic Skill Kit to run local semantic search and retrieval without Python, GPU or API key.
- Teams use Semantic Skill Kit to export skills in semantic, routed, or decision modes for different runtime environments.
- Developers use Semantic Skill Kit to integrate custom HTTP models or JavaScript adapters for decision routing.
- Users use Semantic Skill Kit to build LLM-routed skills that create a task-oriented navigation tree for agents like ChatGPT.
