No, GitHub Copilot generates suggestions using probabilistic determination. The AI models may be trained on public code but do not contain any code, and they are not copying and pasting from any codebase. To generate a suggestion, the extension examines code in the editor and sends context to the model to make a probabilistic determination of what is likely to come next.
